Berlin Finance Committee Recommends 14 Town Meeting Articles in Single Night

BERLIN -- March 11, 2026, Berlin's Finance Committee recommended 14 annual town meeting warrant articles in a single session March 11, advancing $276,145 in public safety capital spending and a slate of Community Preservation Act projects, while deferring votes on two stabilization fund contributions pending final school district figures. The 4-0 panel, chaired by Scott Hawkins, cleared articles including $72,000 for one-time paramedic training, $40,850 for the town clock restoration, $40,200 for Clark Conservation Area trail repairs damaged by last year's tornado, and $9,000 for new ADA-compliant voting booths to debut at Berlin Memorial School in the fall. The Berlin-Boylston Regional School District, which released revised budget numbers hours before the meeting, cut its overall assessment by roughly $130,000, but the town's operating budget still draws an estimated $495,000 beyond its standard 2.5 percent levy increase, approximately half the town's total excess levy capacity. The Cultural Council, appearing before the committee, noted it received $18,000 in grant requests this cycle against a combined budget of just $7,200 from town and state sources, leaving all 16 approved grants funded below the requested amount.
