Berlin panel holds three warrant articles for more data

Berlin's Capital Planning Committee held off voting on three Special Town Meeting articles, citing unanswered cost questions. Members said they could not support a $170,000 septic system replacement at the 1870 Town Hall until the town clarifies what share of the cost covers an associated water line, with member Eloise E. Salls noting the goal was "to complete the system sooner rather than later." The panel also balked at a $20,000 Complete Streets engineering quote that appeared copied from a Spencer, Massachusetts estimate, calculating its billed rate at roughly $621 an hour against the firm's advertised $500 cap.

A roughly $288,000 firehouse demolition estimate from Tighe & Bond drew a similar hold, with one member saying "I would abstain at the moment" pending more information, and the group flagging a capital stabilization bylaw gap after more than $300,000 in unspent school-roof funds was redirected rather than returned. The committee did reconfirm previously approved funding of $66,852 for ambulance life-support equipment and separate landfill closure costs.
