Berlin Planning Board Unanimously Approves Two Randall Road ANR Plans

BERLIN — July 14, 2026 — Berlin Planning Board approves two Randall Road lot-line plans while pushing for rules to rein in narrow "snake lots." The board voted unanimously at its July 14 Zoom meeting to endorse two Approval Not Required plans filed by Black Pearl Development Group LLC and record owner Leandro Silva, with fees of $350 and $450 assessed for seven lots affected across both plans. Surveyor Seth Dono of Dillis and Roy presented both filings; the first reshuffled lot lines from a September 2025 approval to give a homeowner room for a pool, while the second created a large new parcel with 272 feet of frontage at 64 Randall Road. Board members voted unenthusiastically on the first plan, with Chair Timothy Wheeler saying the board is "frustrated with this nonsense" of 10-foot-wide connector strips linking houses to distant septic sites, and asked their Central Mass Regional Planning consultant to find sample bylaw language requiring a minimum lot width throughout an entire parcel. The board also unanimously reappointed Anna Crane to the Capital Planning Committee through 2028 and appointed Wheeler as delegate to Central Massachusetts Regional Planning Commission, with the subdivision regulation rewrite — including new stormwater and low-impact development sections — set to continue at the August 11 meeting.
