Berlin Conservation Commission Approves Wetland Delineation, Scout Bridge Grant at November Meeting

BERLIN — November 5, 2025 — Berlin Conservation Commission clears wetland delineation for a 23-acre parcel and approves a septic notice of intent at a November 5 meeting. Tom Schutz of Goddard Consulting secured commission approval of the order of resource area delineation for 180 River Road West, where a peer review by Patrick Garner of Ecosystem Solutions confirmed that only one of 13 isolated wetlands on the site qualifies as isolated land subject to flooding; the commission added language requiring vernal pool confirmation before any future notice of intent is filed. At 75 Carter Street, consultant Jack Maloney of Dillis Roy won approval of a notice of intent — DEP file 107-281 — for a geomat septic system upgrade at a mechanic's garage owned by applicant Mark Rhodes, with a formal order of conditions to be signed at the next meeting. The commission unanimously approved $10,773 in Community Preservation Act invoices for the Lyman Road parking area and fence project, and voted $500 from the wetlands fund toward a Boy Scout's $1,700 trail bridge build on Mount Pisgah, scheduled for November 15. A CPA application for up to $40,000 in downed-tree removal on town trails — with contractor quotes ranging from $25,000 to $45,000 — heads to a November 18 CPA committee Zoom review, with trail closures expected to last through at least summer 2026.
