Berlin Council on Aging weighs legal limits on using town funds for emergency resident aid. Director Melissa told the board the agency's $66,705 state formula grant and $16,389 remaining town expense account cannot easily be used to help residents facing crises such as failing well pumps, since "the funding itself is, I need to figure out the legality of" how it can be spent. Members, including Chair Linda Robinson, John Barrett and Robert Blair, debated whether a documentation requirement should apply and criticized regional aid programs like RAFT for requiring applicants to be three months behind on rent before qualifying.
The board also discussed a possible volunteer partnership with the Tahanto Regional Leo's Club, which has about 90 Berlin and Boylston student members, and reported newsletter distribution problems affecting roughly 613 Northbrook-area addresses. Only routine votes, approving July's minutes and adjournment, were taken.
