ZBA continues disability campus hearing to Nov. 18

Zoning Board · Meeting of October 14, 2026

Berlin's Zoning Board of Appeals continued a hearing on a 29-acre vocational campus for adults with disabilities to November 18 after neighbors pressed on traffic and wells. Attorney Jonathan Silverstein said the Phil and Heath Foundation project needs no zoning relief under the Dover Amendment, while founder Kathleen Kankrow said "there is no profit being made in this campus, but it is for the community." Traffic engineer Joshua Klein projected 272 weekday-morning trips for the 250-student, 303-parking-space site. Residents including Michael Rochette and Julie Malloy, recalling damage from the nearby Solomon Pond Mall, pushed for written commitments on berm preservation and well protection before approval.

In a separate item, the board unanimously approved a site plan and a 5-0 five-year special permit for a tile retail business proposed by Jamie De Silva.
