Berlin Board of Health Doubles Septic-Trigger Threshold to $100,000

BERLIN — October 7, 2025 — Berlin's Board of Health voted unanimously to double the construction-cost threshold that triggers a mandatory septic-system review, raising it from $50,000 to $100,000. The three-member board, meeting via Zoom on October 7, said the old $50,000 figure had not kept pace with rising construction costs; Chair Paul noted that a single window-and-door installation now routinely costs $15,000 or more. The change applies prospectively to new building permit applications, with the board planning to ask the building department to print the requirement prominently on permit forms. The board also unanimously approved a variance-free septic permit for Lot 4 on Randall Road and a sewer-line length variance for Lot 3, where a force main of approximately 600 feet exceeds the town's 400-foot limit. Two additional hearings were scheduled for November 18 — an upgrade at 240 Crosby Road at 7:30 p.m. and a project at 75 C Street at 7:45 p.m. — after the board bypassed November 4 due to Election Night.
