Berlin CPA Panel Adopts Off-Cycle Funding Policy
Berlin's Community Preservation Act Committee voted 6-0 to adopt a written policy for evaluating funding requests submitted outside its regular annual cycle.
Community Preservation Act Committee · Meeting of July 7, 2026
Berlin's Community Preservation Act Committee voted 6-0 to adopt a written policy for evaluating funding requests submitted outside its regular annual cycle. The policy, drafted by administrator Maureen with edits from members Beth and Lexi, requires sponsors to first show CPA eligibility, then demonstrate that failing to secure funds would create a "high likelihood" their project could not proceed. Members also disclosed that the town's 2025 Community Preservation Plan has been unreachable on the town website for months, returning a "404" error; Maureen said "this has been months" repeatedly.
Separately, members learned a finalist for the vacant Town Administrator post instead took a job in Chelmsford, leaving an interim staffer, Jeff, in the office. Progress reports for state CPA filings are due back to Maureen by August 12.
