Berlin Select Board Hires Harrington Heap As Counsel

Select Board · Meeting of August 10, 2026

BERLIN — The Berlin Select Board approved a new town counsel and an accessibility housing swap at outgoing Town Administrator Jeff's final meeting. The board unanimously appointed the firm Harrington Heap as town counsel through June 30, 2027, retaining attorney Heather after her previous firm stopped providing services; Jeff called the new firm's broader staff "a deep bench in a lot of areas." The board also approved swapping affordable unit A1 for market-rate apartment A4 at the Rockwell to accommodate a disabled resident, without reducing the complex's affordable-unit count. Jeff reported the Bullet House restoration remains years from construction, saying "you'd have to go to another town meeting to vote the money" for design and, later, building costs.

The board separately discussed a proposed $10,000 to $12,000 budget gap to merge recreation and highway administrative staffing.
